Maritime Arrivals Reporting System (MARS)
CONDITIONS OF USE
Welcome to the Department of Agriculture, Fisheries and Forestry Maritime Arrivals Reporting System (MARS). In using these services to meet biosecurity regulatory requirements, you accept these conditions. Please read them carefully.
Electronic offline forms can be used to facilitate submission of information into MARS. However, reporting timeframes are only recognised when the information is received in MARS.
In using MARS, you are responsible for maintaining the confidentiality of your account and password and for restricting access to your computer, and you agree to accept responsibility for all activities that occur under your account or password. The department reserves the right to refuse access, terminate your account, remove or edit content for any reason at any time.
Information available to you in MARS should be treated as confidential information and must not be disclosed to anyone except shipping agents and/or vessel operators associated with that vessel without prior permission from the department.
When you use MARS, you are communicating with us electronically. You consent to receive communications from us electronically. You agree that all communications that we provide to you electronically satisfy any legal requirement that such communications be in writing.
All content included on this site, such as text, button icons, is the property of the Department of Agriculture, Fisheries and Forestry and protected by international copyright laws.
The above terms are relevant to all users of MARS, the following terms are specific to your role in using MARS.Agency Administrator
When you submit information on behalf of a vessel operator, you warrant that the information is a true and correct representation of information provided by the operator of the vessel and any changes to the information provided have been confirmed with the operator of that vessel.
When authorising an agency representative to access and use MARS, you must verify that the requestor is a shipping agent eaged by your organisation and only approve legitimate requests.
When authorising a vessel operator to access and use MARS, you must verify that the requestor is the vessel operator and only approve legitimate requests.
When you are no longer undertaking the role of Agency Administrator and intend to assign the role to another person in your organisation, you are satisfied that the Agency Administrator role is to be assigned to an appropriate member of your organisation; and can manage the Agency Administrator role in accordance with these terms and conditions.
When you are no longer working for your organisation, you must notify the department to ensure that your account is disabled.
Where you are aware that an agency representative has left your organisation permanently; has left on long term leave; or in a role that no longer requires access to MARS, you ensure the agency representatives account is removed from MARS.Agency Representative
When you submit information on behalf of a vessel operator, you warrant that the information is a true and correct representation of information provided by the operator of the vessel and any changes to the information provided have been confirmed with the operator.
Where you are intending to leave your organisation permanently; or taking long term leave; or in a role that no longer requires access to MARS, you must notify your Agency Administrator to ensure that your account is removed from MARS.Vessel Operator
When you submit information to MARS to the associated agency, you acknowledge that the information is a true and correct representation of information.
If you are no longer the operator of the vessel, you must notify your nominated shipping agent and/or the department.Plant Export Management System (PEMS)

Before you can be granted access to PEMS you must agree to the following Terms of Use. After accepting the Terms of Use, you will be taken to the next step in the registration process.
The PEMS web site
The PEMS web site (the Site) is operated by the Department of Agriculture, Fisheries and Forestry (the Department) on behalf of the Australian Government.
Terminology
Content means information, images or data that are available on or through the Site.

When you submit information on behalf of an exporter, you warrant that the information is a true and correct representation of information provided by the exporter and any changes to the information provided have been confirmed with the exporter.

When you submit information to the Department of Agriculture, Fisheries and Forestry using PEMS you acknowledge that the information is a true and correct representation of the information.
When you access information available to you in PEMS this information is considered confidential information, unless you had prior knowledge of the information and it was submitted on your behalf, and must not be disclosed to anyone without prior permission from the Department.
By accepting these terms and conditions you acknowledge that:
- the Site and the content may not reflect the latest plant export information
- Commonwealth legislative requirements may be varied, amended or updated from time to time
- you must comply with Australian legislation for plant exports and satisfy importing country requirements that are applicable at the time of export
- you are authorised to access the information, including commercial-in-confidence, information, which may be held in PEMS and that you are responsible for advising the Department of Agriculture, Fisheries and Forestry if this authorisation changes
- the information provided with your PEMS registration is complete and correct
- the Department of Agriculture, Fisheries and Forestry may suspend or terminate access to the Site for some or all users at any time
- giving false and misleading information is a serious offence
- false declarations may lead to prosecution under the Criminal Code Act (1995).
